"In the past 10 years since the introduction of 'one case, two methods', the market environment of commercial franchise in China has been continuously purified, corporate behavior has been continuously regulated, and the market scale has been continuously expanded. In promoting the development of small and medium-sized enterprises, absorbing private capital investment, expanding consumption, and promoting employment, etc. Yin Hong, deputy director of the Department of Circulation Development of the Ministry of Commerce, said that up to now, there have been a total of 3,341 registered companies, including 94 overseas enterprises, 2,337 inter-provincial enterprises, and 910 provincial enterprises. The annual growth rate of the number of announced enterprises has always remained above 13.5%. Among them, there are 633 registered companies with more than 50 franchisees, accounting for 19.95% of the total number of registered enterprises; 372 franchised stores have more than 100, accounting for 11.13% of the total number of registered enterprises. From the perspective of geographical distribution, the filing enterprises cover 31 provinces, autonomous regions and municipalities across the country. On the basis of the maturity of first-tier cities, second- and third-tier cities have become the core areas for the expansion of the franchise market, and with the continuous consumption market and supporting services. Perfect, four-tier cities are rapidly becoming a potential fertile ground for the development of the franchise market. Yin Hong said that franchising has become an effective way for SMEs to develop their own businesses, providing a convenient channel for SMEs to expand their scale and brand influence. More than 60% of the franchise companies registered with the Ministry of Commerce are small and medium-sized commerce and trade enterprises. Secondly, franchising has promoted In the service industry development, among the top 100 franchise enterprises, the service industry accounted for nearly 60%. In 2016 alone, the sales of the franchise top 100 enterprises exceeded 400 billion yuan. Franchising has boosted private capital investment. To this end, the Ministry of Commerce officially issued the "Notice of the General Office of the Ministry of Commerce on Doing a Good Job in the Promotion of Commercial Franchising", and published the "Collection of Best Practices for Franchising" through the exhibition of the 10th Anniversary of the "Regulations" to carry out special rectification actions. Yin Hong particularly emphasized that local competent commercial administrations should continue to strengthen the implementation of the "Regulations", supervise and inspect enterprises, personnel and intermediary platforms that carry out commercial franchise activities in the local area, and vigorously rectify the order of the commercial franchise market. For enterprises that do not take the initiative to file, do not file in good faith, and fail to submit annual reports on time, they must conduct reconsideration and rectification; those who refuse to rectify shall be punished and publicized according to law; the clues of problems discovered by other departments in administrative supervision or judicial trials shall be Timely investigation and processing.
It is reported that the local commercial departments must report the supervision and inspection and typical cases to the Ministry of Commerce before August 1 this year.
Yin Hong also revealed today that the Ministry of Commerce will also implement the reform requirements of the State Council's “distribution management†reform in light of many new changes and new features emerging in the development of China's franchise operations, and accelerate the revision of the Regulations on Commercial Franchise Management.
