Unit plans to save money for private extinguisher inspections

In a recent report, CPPCC members called for enhanced oversight of fire equipment production, sales, and maintenance. The issue has gained attention during citywide fire safety inspections, particularly concerning the proper annual inspection of fire extinguishers. According to regulations, these devices must be inspected once a year to ensure they remain functional in case of emergencies. However, investigations have revealed that some organizations are neglecting this critical requirement, either due to lack of awareness or cost-cutting measures.
Some businesses are even resorting to using unlicensed companies to pass inspections, which poses a serious risk to public safety. The CPPCC members emphasized the need for stricter controls over all aspects of fire equipment management, from manufacturing to after-sales service. They also urged authorities to take action against companies that provide substandard or counterfeit services.
A public opinion record highlighted the widespread use of fire extinguishers across various establishments, but many fail to meet the required annual inspection standards. This could lead to malfunction during emergencies, delaying critical firefighting efforts. Residents' committees have been tasked with monitoring fire equipment compliance, and local shops often receive safety responsibility documents to ensure adherence to regulations.
During a random survey conducted by a reporter near Jingguang Bridge, only one shop was found without a fire extinguisher. Another store had an outdated inspection, showing the inconsistency in enforcement. A local shop owner confirmed that their establishment is regularly checked by the neighborhood committee, and they follow the safety guidelines outlined in their responsibility book.
A representative from a fire equipment company explained that while larger organizations typically handle their own inspections, smaller businesses often require reminders. "We maintain a record of all our clients," they said. "But for small units, we rely on them to contact us when it's time for the annual check." Home users, in particular, are encouraged to take initiative in scheduling inspections.
However, some informal companies offer low-cost solutions that do not meet official standards. One customer was surprised to learn that a simple repair could cost up to 30 yuan. A staff member at a reputable fire equipment company warned that such cheap alternatives may only involve reapplying labels without actually inspecting or refilling the extinguisher. "The dry powder inside needs to be replaced annually," she explained. "Otherwise, it can clump together and become ineffective."
Ms. Gao, a company representative, noted that many informal businesses have emerged in recent years, making it difficult for customers to find reliable services. She mentioned that some clients who previously used unlicensed providers have returned after experiencing problems. "A security company once had its fire extinguisher repaired by an informal company, and during a fire, the powder didn’t spray properly—it just fell onto the person," she recalled.
CPPCC members stressed that non-compliance with fire safety regulations is a major cause of preventable fires. Some unit managers ignore the requirements, choosing cheaper options that don’t meet official standards. These practices not only endanger lives but also undermine the integrity of fire safety systems.
To address these issues, the CPPCC proposed that relevant authorities intensify supervision over the entire supply chain of fire equipment. This includes cracking down on unqualified companies and ensuring that all products and services meet national safety standards. Strengthening enforcement will help protect communities and reduce the risks associated with faulty fire equipment.
