China's new energy development still has a bottleneck

In recent years, the new energy industry has been vigorously promoted by the Chinese government. The reporter recently discovered during the interview that there are still many constraints in the development of China's new energy industry. Resolving these issues requires the parties to continue their joint efforts.

The resource conditions of “rich coal, low gas, and lack of oil” have determined China’s coal-based energy structure, but this has brought great pressure on the environment. China's "Twelfth Five-Year Plan" pointed out that by 2015, it will reduce annual carbon dioxide emissions by more than 400 million tons, while vigorously developing renewable energy represented by nuclear energy, wind energy, solar energy, and biomass energy.

At present, the installed capacity of China's wind power grid-connected networks has reached the top in the world. However, the reporter found during the interview that there were still wind farms in some wind farms that had suspended some winds and other phenomena of “wind blowing”. As the first large-scale wind power plant that was put into operation at the time of 50,000 kilowatts, Huaneng Yubei Wind Power Plant began to lose money last year. Chen Xin, a former project manager of the plant, frankly stated to the reporter that this was caused by multiple factors such as the slow construction of power transmission pipelines and the rigidity of the electricity price system.

“The subsidies proposed by the state have not been put in place. Now we have been talking about a situation where our country’s planning in the new energy industry does not match with the actual development speed. This has led to the so-called power curtailment. You are like us. The problem facing Jilin wind power is that we are restricted from generating electricity during strong winds. Can we balance the volatility of wind power like thermal power? This is a question that the whole world is pondering over.”

Regarding this issue, Zheng Jianlin, deputy director of the Energy Bureau of Jilin Province, pointed out that the traditional energy system, management system, and policies and measures are not yet fully adapted to the development needs of new energy, so the long-term strategy is to make drastic changes to the grid system.

"The future power grid as a technical platform for supporting electricity must serve for new energy. Wind power and solar energy have indirect and irregular characteristics. Future power grid construction must adapt to these changes, including the construction of smart grids and energy storage technologies."

In an interview, the reporter found that a rigid market system is another issue that hinders the development of renewable energy. Hong Hao manages a biomass energy company. He pointed out that the rigid price system has caused renewable energy sources to lose the stage of fair competition with traditional energy sources.

“Now the bottleneck we face is the pricing of the government and the resulting market inversion. For example, our current heating market is largely ignoring the pollution costs caused by coal. This cost is the burden of society every year, not coal burning. People are burdened with the realization that carbon taxation is the best time to come. The decline in coal prices is equal to encouraging everyone to use polluting fuels. How do you solve this problem? It is to add carbon taxes. This is also the case in foreign countries. The higher, will bring development opportunities to renewable energy."

In fact, since 2004, China’s investment in renewable energy has increased at an annual rate of 80%. Li Hejun, Vice Chairman of the All-China Federation of Industry and Commerce, said that the future development trend of the new energy industry is irreversible.

“Taking China as an example, in 2012, the total investment in new energy including wind power, solar power generation, biomass energy, and solar thermal and geothermal, etc. will increase by RMB 230 billion. New energy will not change as the dominant position in the world, and new energy and energy The major trend of large-scale substitution of traditional resources for renewable resources will not change."
