During a visit to the site, reporters found that parts of the illegal construction were still being used by companies. On the 24th and 25th floors, offices, meeting rooms, and even air conditioning systems were in place. However, some areas were already under demolition, while others remained occupied. A local thermal company continued operations on the west side of the 25th floor, claiming they were unaware of the illegal status of the building. Haidian officials stated that no one came forward to claim responsibility for the construction, despite multiple notices issued by the city administration. The case was eventually escalated to a mandatory demolition due to the inability to identify the owner or manager. The building, originally developed by Beijing Weigong Yuanding Real Estate Development Co., Ltd., was designed with 23 floors above ground and 4 below, reaching a height of 87.55 meters. However, unauthorized modifications led to the addition of two extra floors on the roof. Reports suggest that the initial small rooms on the roof were meant for repairs, but the project expanded beyond control. After receiving public complaints, authorities discovered illegal welding and unsafe practices. Despite orders to halt the work, construction continued. In October 2012, an official investigation was launched, followed by public announcements urging the responsible parties to come forward. No one responded until later, when a person claimed ownership through a judicial auction, but this was later proven false. This case highlights the challenges of enforcing regulations in urban development and the need for clear accountability. The successful removal of the illegal structures marks a significant step toward restoring order and ensuring safety in the area.
