In order to continuously improve the city’s safety production situation and foster a secure environment that supports economic and social development, Wenzhou has implemented a series of activities under the “five linkages†approach during the Safety Production Month. These efforts aim to ensure meaningful outcomes and raise awareness across all levels of society.
First, there is a strong city-county linkage. The Wenzhou Municipal Security Committee held multiple meetings to mobilize and coordinate activities at both municipal and county levels. Special notices were issued by the safety committees to launch the 2014 Safety Production Month initiatives, including knowledge contests for enterprises and township safety supervisors, ensuring a unified and coordinated effort between cities and counties.
Second, departmental coordination plays a vital role. Members of the municipal safety committee use various platforms to promote safety laws and practices. They provide policy advice and emergency support, enhancing public understanding. For instance, the Work Safety Supervision Bureau partnered with the Education, Culture, and Power Bureaus to host the third “Building a Cup†children's art contest. Other departments, such as the Human Resources Bureau and the Trade Union, organized poster design competitions, while youth, women’s, and education groups launched campaigns like “Ankang Cup†and “Safe Campus.â€
Third, the government and enterprises work closely together. During the Safety Production Month, emergency drills were conducted to enhance employees’ safety awareness and their ability to respond to disasters. Safety inspections were carried out, and hidden dangers were exposed through local TV programs. Additionally, the “Five Enters†campaign brought safety awareness into communities, schools, and enterprises, with volunteer teams and fire stations conducting escape drills and promoting safety education.
Fourth, social collaboration is encouraged. Public screenings of educational films such as “Blind Holes? Lost Ways†and “Life Scale†helped raise awareness and encourage legal compliance. The drama “Peace is a Blessing†further emphasized the importance of safety in daily life.
Finally, media partnerships are key. Local news outlets covered special events related to safety production, highlighting important policies and initiatives. Journalists were sent to investigate and report on major safety issues, exposing hidden dangers and pushing for better implementation of safety measures.
