According to the specific regulations, after 2017, the furniture manufacturing industry in Beijing will completely ban the use of oil-based paints, that is, paint spraying.

According to reports, one of the main purposes of formulating new emission standards is to promote Beijing local furniture companies to replace all organic solvent coatings (oily coatings) used in wood products such as furniture into water-based coatings. In order to promote energy conservation and environmental protection, as early as January 26 this year, the Ministry of Finance and the State Administration of Taxation jointly issued the "Notice on the Collection of Consumption Tax on Coatings": approved by the State Council from February 1, 2015 on a nationwide basis. The consumption tax is levied on paints. The scope of collection includes production, entrusted processing and importation. The applicable tax rate is 4%. At the same time, the consumption of volatile organic compounds (VOC) content below 420 g / liter (inclusive) is exempt from consumption tax.

Analysts pointed out that these two major environmental protection policies directly address the current serious pollution of the two major industries of paints and furniture, and they are controlled by both hands and the upstream and downstream to expand the application range of waterborne coatings in industrial coatings.

“Oil to water”, why was it difficult to promote it before?

Volatile Organic Compound (VOC) emissions are one of the important sources of PM2.5. Data shows that 18% of volatile organic compounds are produced by conventional solvent-based paint emissions. The VOC emissions of waterborne wood lacquers account for only about one-tenth of the oil paint emissions. According to the monitoring data, after Qumei changed to water-based wood lacquer last year, the emission of VOC compared with oil paint was directly reduced by about 90%.

In fact, whether companies can achieve environmental protection of their own products has a lot to do with their own strength and technology. It is precisely because water-based paints have stricter requirements on technology and production processes, and the cost is high, which leads to low penetration rate in China.

In 1995, Dufang Coatings of Germany first entered the Chinese market and promoted its already established waterborne wood coating brand in Europe. Although its environmental performance is good, due to the high price, the climate of China's application of water-based paint failed to form. The product is "not satisfied with water and soil." In 1996, Shandong Dongmei Limei became the first company in China to produce waterborne wood coatings, but it declined in 2000. Shenzhen Qibao Chemical Co., Ltd. rushed into the market in 2003, claiming that its products solved the quality and cost of water-based paints. However, after several years, the market response was flat.

The reporter learned from the Beijing Furniture Industry Association that the equipment transformation work of the production-type member companies registered in the association has been started one after another. Except for Qumei Furniture, which has been comprehensively “oil-to-water” last year, the top 100 furniture has also completed “oil”. The “Water Improvement” project, Dawn Wenyi, Ronglin and other large and medium-sized enterprises are in full swing. Water-based paints have different effects on different furniture. It is reported that the standard implementation is divided into two phases. The first phase starts from July 1 to December 31 of next year, and lasts for one and a half years. The volatile organic compounds in the paint that are required to be used by the enterprise are not more than specified. Limits, standards such as plant boundaries, non-closed paint shop locations, door windows that can be opened in closed paint shops, and other non-organized VOC emission monitoring point concentration limits are also required. From January 1, 2017, the second phase of the stricter requirements will be implemented, that is, the Beijing furniture manufacturing industry prohibits the use of organic solvent (oily) paint spraying process. According to industry commentary, in the face of severe VOC emission standards and strict requirements of the second phase, Beijing production-type furniture enterprises have rushed to change the production process, aiming at changing oil-based paints to water-based paints.

Furniture factory "oil to water" has to go three

For production furniture companies, the cost of using water-based paint is 30% higher than that of traditional oil paints, and even up to 50%.

“The high cost of water-based wood lacquer, high brushing requirements, and difficult transformation of production lines are the three main reasons why most furniture companies are reluctant to change water-based wood lacquers,” said Tan Chunlei, a paint expert.

According to relevant surveys, less than 15% of furniture manufacturers in the industry currently use water-based paints. Relevant data show that at least half of the more than 1,000 furniture manufacturing enterprises in the city are still using oil-based paints. Last year, Zhao Ruihai, the chairman of Qumei Furniture, announced that the company's entire line of water-based paints was introduced. For enterprises, the biggest challenge in using water-based wood lacquers is technical problems. When talking about the preparations for their renovation for two years, Zhao Ruihai said: "We must first understand the production process, please 8 to 10 painters, let them find the most suitable water-based wood paint for Qumei products, because It is necessary to take into account the technical cost problem, so there is no three or four months to fundamentally demonstrate that it is not clear. Then buy equipment and build a production workshop. These things take at least three months. If the company wants to use imported equipment, this part will last for half a year. Zhao Ruihai said that these products can not be put into mass production immediately, because the product should be sampled and returned before the market is launched to ensure that this water-based paint process will not problem appear.

“Oil to water” needs to balance cost and effect

Some people speculate that in Beijing pilot, under the policy drive, the era of water-based paint has arrived. In the next few years, oil paint will completely withdraw from the market, replaced by water as a thinner, without organic solvents, with low carbon energy and no burning.
