**Abstract**
Dear Leaders, Distinguished Guests, Comrades, and Friends,
Spring is bright and the wind is gentle. Today, we gather here to witness the development of the Zhengzhou New Materials Industry Cluster Area. Following the successful investment promotion exceeding 10 billion yuan in 2012, the first project contract was signed in 2013. This marks a significant milestone in implementing the decisions and deployments of the Zhengzhou City Committee and Municipal Government, as part of efforts to optimize the industrial structure and accelerate the development of the new materials industry.
On behalf of the Fuyang Municipal Committee and the Municipal Government, and also representing the Administrative Committee of the Zhengzhou New Materials Industry Cluster Area, I would like to extend a warm welcome to all the leaders and distinguished guests present today. I also express my sincere gratitude to all the people from various sectors who have long supported and cared for the development of Fuyang.
Fuyang is located adjacent to Zhengzhou, the provincial capital, enjoying a unique geographical position and strong industrial advantages. Since May last year, Zhengzhou has strategically placed the new materials industry, with super-hard materials at its core, in Fuyang. Under the correct leadership of the Zhengzhou Municipal Party Committee and Municipal Government, and with the care and guidance of relevant provincial and municipal departments, Fuyang has strictly followed Zhengzhou's planning and deployment. The construction of the new materials industry cluster area has been prioritized as the top project, focusing on reducing enterprise operating costs and enhancing technological competitiveness.
With the joint efforts of many industry leaders and experts, we have reached comprehensive cooperation with the world’s top 500 company SINOMACH and achieved consensus with 24 super-hard materials companies. This led to an investment of over 10 billion yuan, creating a strong impact within and outside the industry. The establishment of the gathering area was even recognized as one of the top ten news in China’s superhard materials industry in 2012.
Since the beginning of this year, we have actively implemented the requirements of the Zhengzhou Municipal Party Committee and Municipal Government regarding “strengthening investment, building foundations, adjusting structure, and seeking improvement.†Based on actual needs, we set the goal of “three billions†— fully implementing the 10 billion-yuan contracted project, increasing investment by another 10 billion, and reaching 10 billion in fixed asset investment.
We are now focusing on the “three comprehensivesâ€: fully launching regional infrastructure, fully implementing contracted projects, and fully advancing relocation and resettlement. We are also exploring ways to streamline systems and mechanisms, improve infrastructure, simplify administrative approvals, speed up project construction, and intensify investment promotion, aiming to build a 100-billion-yuan industrial base.
To date, 12 industrial projects, including SINOMACH Seiko Dove, have been launched, along with 4 roads and 100,000 square meters of standardized factory buildings in the super-hard materials area. The preliminary work on 16 other industrial projects is progressing smoothly, and the village demolition work in the park is steadily advancing. The new materials industry cluster is showing strong momentum.
The 13 companies signed today, with a total investment of 2.6 billion yuan, represent the staged results of the 2013 investment promotion. These projects were carefully selected after expert review, aligning with industrial planning and entry thresholds. They are high-quality projects with strong investment willingness and promising development prospects.
We will continue to amplify the agglomeration effect of the area, following the principle of mutual benefit, complementary advantages, and common development. With sincerity, quality service, innovation, and flexible mechanisms, we will work together with the project units to ensure timely completion and early success.
The Zhengzhou New Materials Industry Cluster Area will welcome guests from around the world with practical actions, providing a high-quality platform for the development of the super-hard materials industry. We are confident that in the near future, a dynamic and highly competitive new materials industry cluster will rise rapidly.
