**Abstract**
Dear leaders, distinguished guests, comrades, and friends,
Spring is bright and the wind is gentle. Today, we gather here to witness the development of the Zhengzhou New Materials Industry Cluster Area. Following the successful investment promotion that exceeded 10 billion yuan in 2012, the first project contract was signed in 2013. This marks a significant milestone in the implementation of the decisions made by the Zhengzhou Municipal Party Committee and the Municipal Government, as they continue to optimize the industrial structure and accelerate the development of the new materials industry.
On behalf of the Fuyang Municipal Committee and the Municipal Government, and also representing the Administrative Committee of the Zhengzhou New Materials Industry Cluster Area, I would like to extend a warm welcome to all the distinguished leaders and guests present today. I also express my heartfelt gratitude to all those from various sectors who have long supported and cared for the development of Xiangyang.
Located adjacent to Zhengzhou, the provincial capital, Xiangyang benefits from its strategic location and strong industrial advantages. Since May last year, Zhengzhou has strategically placed the new materials industry, with super-hard materials at its core, in Fuyang. Under the guidance of the Zhengzhou Municipal Party Committee and the Municipal Government, and with the support of relevant provincial and municipal departments, Fuyang has strictly followed the city’s plans, treating the construction of the new materials industry cluster area as its top priority.
Our focus has been on reducing enterprise operating costs and enhancing their technological competitiveness. Through scientific planning and comprehensive resource integration, the district has shown a promising development trend. With the joint efforts of many industry leaders and experts, we have achieved comprehensive cooperation with the world’s top 500 company SINOMACH, and reached agreements with 24 super-hard materials companies. The total investment exceeded 10 billion yuan, creating a strong impact within and outside the industry.
The establishment of this gathering area was recognized as one of the top ten news in China's superhard materials industry in 2012. Since the beginning of this year, we have actively implemented the requirements of the Zhengzhou Municipal Party Committee and the Municipal Government regarding “strengthening investment, building foundations, adjusting structures, and seeking improvement.†We have set clear goals, including achieving 10 billion yuan in contracted projects, increasing investment by 10 billion yuan, and reaching 10 billion yuan in fixed asset investment.
We are focusing on the “three comprehensivesâ€: fully launching infrastructure, implementing all contracted projects, and advancing relocation and resettlement. At the same time, we are exploring ways to improve systems, enhance infrastructure, streamline administrative approvals, speed up project construction, and intensify investment promotion. Our goal is to create a 100 billion-level industrial base.
So far, 12 industrial projects, including SINOMACH Seiko Dove, have been launched. Additionally, 4 roads in the super-hard materials area and 100,000 square meters of standardized factory buildings have been started. The preliminary work of 16 other industrial projects is progressing smoothly, and the village demolition work in the park is steadily moving forward. The new materials industry cluster is showing strong momentum.
Today, 13 companies signed with a total investment of 2.6 billion yuan. These are the staged results of Zhengzhou’s new materials industry investment promotion in 2013. They have been carefully selected through expert reviews, aligning with the industrial plan and entry criteria. These are high-quality projects with strong investment willingness and promising development prospects.
We will continue to expand the agglomeration effect of the area, following the principle of mutual benefit, complementary strengths, and common development. With sincerity, quality service, and innovative mechanisms, we will work together with the project units to ensure the smooth progress of the projects and strive for early completion and tangible results.
The Zhengzhou New Materials Industry Cluster Area will welcome guests from around the world with practical actions and provide a high-quality platform for the development of the super-hard materials industry. We are confident that soon, a dynamic and competitive new materials industry cluster will emerge rapidly.
