To be a promoter of the "Safety Production Act"

In May 2010, I was transferred to the County Security Production Supervision and Law Enforcement Brigade, where I took on the role of a grassroots safety supervisor and law enforcement officer. Over the years, my work experience has made me a strong advocate for the "Safety Production Law." Moving from a township position to the law enforcement brigade brought significant challenges. The lack of familiarity with the "Safety Production Law" and related regulations forced me to quickly catch up and gain a solid understanding of the professional knowledge required. Within a few months, through self-study, discussions with colleagues, and participation in training sessions, I became well-versed in the "Safety Production Law" and its associated legal framework. By the end of 2010, I successfully passed the National Registered Safety Engineer Examination, which marked my official entry into the field of safety production supervision. In March 2011, I participated in a safety inspection campaign organized by the bureau, which provided an opportunity to visit local enterprises and understand the actual conditions of safety management at the grassroots level. During this month-long assignment, I gained valuable insights and deepened my understanding of the real challenges faced by small businesses. One particular experience stood out: a survey of an industrial area in a township, where I visited a small machinery manufacturing company. The company had around 30 employees and mainly engaged in gear machining. During the inspection, we found several serious issues: the company had not established a proper safety management system, some machine equipment lacked adequate protective measures, the lathe lighting used unsafe voltage, and none of the workers were wearing the required personal protective equipment. When I raised these concerns with the company’s manager, Li Zeng, he dismissed them, saying, “We’re all small businesses like this. Nothing will happen as long as I’m here every day.” I then explained the relevant provisions of Article 17 of Chapter II of the "Safety Production Law," which states that the main person in charge of a business must establish and improve the unit's safety production responsibility system, formulate safety rules and operating procedures, and ensure sufficient safety investment. After hearing this, Mr. Li looked surprised and asked, “What is the 'Safety Production Law'? I’ve never heard of it before. You won’t marry me, will you?” I then asked some of the workers if they knew about the rights and obligations of practitioners under the law. Their responses were equally concerning. This experience shocked me. Even though the "Safety Production Law" had been implemented since 2002, many local business leaders and workers still had no idea about it. This realization deepened my understanding of the importance of promoting the law and highlighted the long-term nature of safety supervision. It also strengthened my resolve to become an effective promoter of the "Safety Production Law." Since then, during every routine inspection, I have taken every opportunity to educate company managers and employees about the "Safety Production Law." I make sure they understand their legal responsibilities, the procedures for handling accidents, and the consequences of non-compliance. I also help workers understand how safety production directly affects them, their rights and obligations, and the available channels for reporting issues. My colleagues in the brigade have also become advocates for the law. Every time we visit a company, we take the chance to promote the "Safety Production Law." The bureau has also organized special training sessions, distributed law-related materials, held competitions, and sent SMS reminders to raise awareness. These efforts have expanded the reach of the law from isolated points to broader areas, gradually transforming public perception and creating a more supportive environment for safe production. As a result, the county has maintained a stable safety record for many years, with a consistent decline in accidents, fatalities, and economic losses. This progress is a testament to the power of education, awareness, and sustained effort in promoting a culture of safety.
