3. Dose Limits: These are set to define acceptable and unacceptable levels of exposure. Even if a practice is justified and optimized, there may still be individuals at higher risk. Dose limits act as an upper bound to protect individuals from excessive exposure, ensuring fairness and safety across all groups.
